The Strategic Plan is organized into six chapters.
Chapter I, the Executive Summary, highlights critical issues and key strategies for immediate implementation. The Strategic Plan is intended to serve as a road map for addressing the challenges of growth in Southern Nevada over the next 20 years. The plan represents the Southern Nevada Strategic Planning Authoritys collective past experience, and brings together the work done by the Authority over the past year to squarely face the challenges of the present. The plan is intended to establish a clear, unified vision for the future of Southern Nevada.
Chapter II, Background, provides those who are interested in the details of the planning process used by the Authority, The text includes an overview of the legislative mandates and the organizational structure of the Authority, Also set forth is a description of the Authoritys research and analysis process which formed the basis of the Authoritys conclusions and final planning document. The chapter concludes with details about efforts to stimulate community involvement in and inform the public about this historic effort.
Chapter III, Strategic Plan to Address Growth in Southern Nevada, includes all elements of the plan itself. It sets forth the mission, vision, and principles which lay the foundation of the plan. Goals, objectives, and strategies for each issue required to be addressed by the plan are also included.
Chapter IV, Framework for the Future, combines all strategies for all issues into one concise proposed implementation plan. This chapter identifies a framework under which the plan can be implemented at the appropriate level of governance, the financial structure under which the plan could be funded, and the legislative initiatives and mandates which would need to occur in order to fully accomplish the plan.
Chapter V, Acknowledgments, gives credit and thanks to all groups and individuals who are responsible for the preparation of the strategic plan.
Chapter VI, includes relevant background, research, and analysis documents used to form the basis for the elements contained in the plan.
