Introduction and Executive Summary
The Immediate Response to Homelessness: Southern Nevada Regional Action Plan sets the response to homelessness in Southern Nevada in the next 90 days, over the next six months, and within the next three years based on the priority recommendations of the delegates of the 2001 Southern Nevada Homeless Summit. The complete Summit Work Plan, entitled Reducing Homelessness in Southern Nevada: Implementing a Plan for Action, should be consulted as a guide and reference for implementing this Action Plan.
The solutions and actions proposed here will promote the permanent self-sufficiency and stability of individuals and families living in or at risk of homelessness, guided by two key principles: chronically homeless people will be housed; and services and housing throughout the region will be coordinated and integrated through computerized case management.
The actions that were favored for immediate implementation during the summit include programs for housing and services and programs for improved administration and coordination. While the community has identified "silver bullet" steps to end homelessness, the scale of the effort taken to implement these action steps will determine the level of impact on homelessness in Southern Nevada. Summit delegates voted to create supports and housing for unserved clients, to build more permanent housing for homeless people, to prevent homelessness by keeping people housed, and to coordinate the provision of services by mainstream agencies to the homeless and those people at risk of becoming homeless. To improve administration and coordination, the summit delegates proposed the creation of a dedicated source of funding for homeless services and housing through a new funding mechanism and charge a regional body with the responsibility of administering those funds. The working group that has labored to create the summit has reviewed the summit outcomes and designed this three-year action plan for the SNRPC Homeless Task Force.
