The Southern Nevada Regional Planning Coalition Technical Committee meeting was called to order by Phil Speight, Chair, at 2:45 p.m., on Thursday, September 28, 2000, in Grand Ballroom D, Henderson Convention Center, 2000 S. Water Street, Henderson, Nevada, 89015
The Agenda for the September 28, 2000, meeting was duly posted in compliance with the Open Meeting Law.
A motion was made to approve the September 28, 2000, agenda. This motion was approved unanimously.
Each member received a copy of a timeline document which outline the tasks for the Transitional Management Committee (Exhibit A), the Request for Proposals and Scope of Work for the Regional Air Quality Agency Cost Analysis (Exhibit B), and the Enhanced State Role in Air Quality Planning and Regulatory Programs document (Exhibit C). Phil Speight, Chairman, stated that there are a number of issues to be discussed concerning the air quality initiatives. He stated that the interlocal agreement to create the Transitional Management Committee has been approved by the Cities of Las Vegas, North Las Vegas, Henderson, and the Clark County Board of Health. Clark County held the item at their previous commission meeting and scheduled it for their meeting on October 3, 2000. The Regional Transportation Commission (RTC) has scheduled the item to be heard for October 12, 2000. Assuming all of the entities approve the interlocal agreement, the Transitional Management Committee will be given the "go ahead" to move forward immediately after the signing of the last approving entity There has been discussion regarding how quickly the work can be done. Efforts should be moved ahead as quickly as possible in an effort to illustrate that the SNRPC is serious about accomplishing the task, and to be prepared for the legislative session in February 2001. Mr. Speight stated that during meeting with Irene Porter, representing the Southern Nevada Home Builders Association, she indicated that she supports the Transitional Management Committee agreement as it is currently constituted, and would like to have the duties accomplished as soon as possible. Mr. Speight went through the scope of work document (Exhibit B) which begins with background information on the effort to create a new air quality agency, followed by cost analysis information. The subject areas of the analysis are: Human Resources; Facilities, Capital, and Operations; Existing Information and Regional Cooperation; Role of the Consultant; consultant Selection Process, Selection Process Time Schedule, Selection Criteria, and Submission of Proposals. Continuing with the roles of the SNRPC, Mr. Speight stated that discussion has been held regarding how the elected officials on the Coalition Board will relate to those involved in the Transitional Committee and Technical Committee. In the interlocal agreement there is a relationship between the Technical Committee working on those items that make up the cost analysis and how the reporting relationship work. There was discussion regarding the possibility of the Coalition creating a subcommittee to work more closely with staff, or placing this issue as a standing item on the Coalition's monthly agenda. Mr. Speight concluded with the outline of the items relating to the enhanced role of the State (Exhibit C). He stated that some of the roles stated have cost attached to them; however, most do not.
Dusty Dickens, Clark County School District, requested that sensitivity be given to the School District while working through the process and considering recommendations.
After discussion, no action was taken on this item.
Dan Mustgrove, City of Las Vegas, requested that a request be made to the Coalition to change the time of their meeting scheduled at the City of Las Vegas on October 26 at 3:30 p.m., be moved up to 1:30 p.m. The Coalition meeting will be held in the City Council Chambers; however, the City Council Planning meeting is scheduled for 6:00 p.m. on the same day.
