The Southern Nevada Regional Planning Coalition Technical Committee meeting was called to order by Phil Speight, Chair, at 4:11 p.m., on Thursday, June 8, 2000, in the Pueblo Conference Room, 1st Floor, at the Clark County Government Center, 500 South Grand Central Parkway, Las Vegas, Nevada, 89106.
The Agenda for the June 8, 2000, meeting was duly posted in compliance with the Open Meeting Law.
A motion was made to approve the June 8, 2000, agenda. This motion was approved unanimously.
A motion was made to approve the Minutes of the May 11, 2000, meeting. This motion was approved unanimously.
Phil Rosenquist, Clark County, stated that the names of the nominees from each jurisdiction are needed for the representatives who will participate on the Bureau of Land Management (BLM) Special Account process. The Planning Managers have received names of nominees from Boulder City and Clark County. Once the additional names are received, a letter will be prepared for the Technical Committee's signature and then the letter will be forwarded to the BLM.

Bristol Ellington, City of Henderson, informed the members that the consultants would return to Las Vegas on June 22, 2000, and will meet with the Planning Directors and attend a Kitchen Cabinet meeting. During these meetings the consultants will be discussing, in detail, the plan elements and the outline of the SNRPC Regional Policy Plan. Chris Duerkson, one of the consultants, will be available on June 23, 2000, from 8:00 a.m. until 2:00 p.m. to brief elected officials on the status of their work-to-date. The consultants will attend the next Coalition meeting to be held on June 22 to present the brochures and the slide presentation consisting of the "who, where, and why" in regards to the SNRPC that any agency will be able to use for presentations. In addition, a memo has been sent out to the Planning Directors indicating that a tentative date of October 12, 2000, has been set for the conformity workshop meetings, at which the consultants would like to have as many elected officials as possible in attendance. However, the October 12 date is also the date that the A-95 Clearinghouse Council, Regional Transportation Commission, and the Regional Flood Control District hold their meetings. Therefore, the conformity workshop will be changed to another date, possibly October 11, 2000. Also, because of the positive comments received from the Nevada Legislators, it was suggested that a monthly or bi-monthly memorandum or newsletter be created by staff or the consultant, and signed by the Chair of the Coalition, to update the Legislators on the progress and milestones of the SNRPC.
Betsy Fretwell, City of Henderson, stated that discussion during prior meetings had indicated a need to get the Nevada Association of Counties (NACo) and the Nevada Leguage of Cities to join staff at one of the Coalition meetings to give a joint briefing on legislative packages. The League of Cities has taken action on their initial bill drafts and will probably be willing to attend an upcoming meeting. Ms. Fretwell stated that she is unaware of the status of NACo.
Colleen Wilson-Pappa, Clark County, stated that NACo is still in the process of developing its packages.
Ms. Fretwell suggested hearing NACo and the League of Cities packages at the next Coalition meeting scheduled for June 22, 2000; and then, once the local government agencies have taken action on their individual packages, they all can be heard during a later Coalition meeting.
Each member received a copy of a document entitled "EPA Sustainable Development Challenge Grant Potential Options" (Exhibit A). Jon Wardlaw, Clark County, stated that the initial deadline for the submission of a detailed work plan to the EPA was June 21, 2000, but an extension has been negotiated to move the deadline to July 1, 2000; however, the deadline is still approaching quickly. The staff working group is scheduled to meet on Monday, June 12, to prepare a draft work plan. Referring to Exhibit A, Mr. Wardlaw stated that tentatively, options numbered 3 (regional trails master plan) and 4 (sensitive plants/ open space/ infill/ trails) are recommended as staff matched funds for the grant. He requested placing this item on the next Coalition meeting agenda on June 22, 2000, to receive their recommendations on this issue and to take any necessary action.
Each member received a copy of the rules of practice and procedure for the SNRPC (Exhibit B). Concerning attendance, Mr. Speight stated that he would speak to Councilman Steve Kirk, Chair of the Coalition Board, to receive direction on placing this item on the Coalition's next meeting agenda. Mr. Speight will also mention to Councilman Kirk, the conflict for the school district's representative, whose School Board meetings are scheduled on the same day as the Coalition Board meetings.
In response to discussions concerning scenarios of the development of a new board, or an existing board, as it relates to the possibility of the Clark County Health District changing the nomenclature for the air quality group, as well as Senator's Porter's subcommittee on air quality programs, Councilman Kirk has requested that discussion related to air quality be placed as an agenda item for the Coalition's next meeting.
Ms. Fretwell gave the members a briefing on Senator Porter's comments on this issue, which referenced his desire for the local governments to develop an organizational structure to address the problems identified in reports provided by Environs International Corp within thirty days. Senator Porter also desires the development of an implementation plan to make the organizational structure a reality within a subsequent thirty days.
Rick Holmes, Clark County, informed the members that a proposal is expected at the Air Quality Advisory Committee's next meeting, scheduled for July 10, 2000, which will begin the first thirty-day period.
The agenda items for the June 22, 2000, SNRPC meeting will be as follows:
· Planning Consultant (standing item)
· EPA Sustainable Challenge Grant
· NACo and the League of Cities (tentatively)
· Air Quality
· Nevada Demographer (tentatively, if NACo and League of Cities are not able to attend)The Planning Directors were directed to identify the most important information from the demographer's presentation, and that information can be presented to the Coalition.
Each member received a copy of a document entitled "State of Nevada Division of Water Planning" (Exhibit C). Mr. Holmes stated that the Nevada Division of Water Planning is in the initial phase of preparing a State Natural Resources Plan and has requested to be placed on the Clark County Board of Commissioners meeting agenda. After discussion with the State's staff, it is thought to be worthwhile to provide a presentation to the Coalition during one of their meetings later in the year. The Natural Resources Plan overlaps with the SNRPC Regional Policy Plan, and also the areas covered in the EPA Challenge grant.
The next meeting of the SNRPC Technical Committee is scheduled for July 13, 2000, at the Las Vegas Valley Water District.
