The Southern Nevada Regional Planning Coalition Technical Committee meeting was called to order by Phil Speight, Chair, at 2:10 p.m., on Thursday, June 22, 2000, at the Clark County School District, Edward A. Greer Education Center, the Superintendent's Conference Room, 1st Floor, 2832 E. Flamingo Rd., Las Vegas, Nevada, 89121.
The Agenda for the June 22, 2000, meeting was duly posted in compliance with the Open Meeting Law.
A motion was made to approve the June 22, 2000, agenda. This motion was approved unanimously.
Each member received a copy of the Interlocal Agreement authorizing the organization of an Independent Regional Air Quality Agency (Exhibit A) and a Resolution authorizing the organization of an Independent Regional Air Quality Agency (Exhibit B). Direction has been given to begin establishing an appropriate interlocal agreement as it relates to creating a new regional agency for air quality. The new agency will be presented to the Coalition Board for approval and then presented to the other respective governing bodies. The City Managers will work with Attorney Robert Marshall in an effort to ensure that the interlocal agreement legally complies with all necessary rules and regulations. After discussion, the members agreed to receive clarification from the City of Mesquite regarding their participation in the Resolution and the drafting of an interlocal agreement. Corrections in Exhibit B consist of the deletion of the last paragraph on page 2 (WHEREAS, the SB 432 study . . .) which was replaced with the first paragraph on page 3. (WHEREAS, the SB 432 consultant . . . ). Continuing on page 3, paragraph 5, the word "Manager's" is to be replaced with the word "Managers'"; Boulder City is to be added; and "Executive Director" is to be replaced with "General Manager of the Regional Transportation Commission". Paragraph 5 will read, "The Clark County Manager, the City Managers' of Las Vegas, Henderson, North Las Vegas, and Boulder City, the Chief Health Officer, and the General Manager of the Regional Transportation Commission shall draft an interlocal agreement to create the new regional agency."
A motion was made to adopt the Resolution as amended and submit it to the Coalition Board at their next meeting. This motion was approved unanimously.
Michael Naylor, Clark County Health District, informed the members that the Board of Health met today, and rules 90-94 were adopted with various revisions. Each member received a copy of the Clark County Health District's section 90-94 rules related to the control of fugitive dust (Exhibit C) prior to the meeting, which outlines what each of the rules are. Mr. Naylor stated that more feedback might be received from the Environmental Protection Agency (EPA) and from some of the attorneys. Most of the rules relate to vacant lots and paved roads. Paved roads apply to the Las Vegas Valley only.

Phil Rosenquist, Clark County, informed the members that the KNEWS Real Estate radio show would like to dedicate an entire show to the SNRPC. The taping is tentatively scheduled for Thursday, July 22, 2000, at 10:00 a.m., depending on who would participate. Mr. Speight directed Mr. Rosenquist to inform the Coalition Board under public comment at their meeting scheduled for today.
