The Southern Nevada Regional Planning Coalition Technical Committee meeting was called to order by Phil Speight, Vice Chairman, at 4:10 p.m., Thursday, February 10, 2000, in the Pueblo Conference Room, 1st Floor, at the Clark County Government Center, 500 South Grand Central Parkway, Las Vegas, Nevada, 89106.
The agenda for the February 10, 2000, meeting was duly posted in compliance with the Open Meeting Law.
A motion was made to approve the February 10, 2000, agenda. This motion was approved unanimously.
A motion was made to approve the January 13, 2000, meeting minutes. Richard Holmes, Clark County, noted a correction on page 4, item E. (. . . Nevada is expected to lose over $200,000 if it has the same Census undercount it did in 1990) The correct amount is $200,000,000. This motion was approved unanimously with the noted correction.
Maglev Resolution.
A resolution on the Maglev Train is scheduled to be heard by the respective Board of each individual jurisdiction.
The Mission of the SNRPC.
Phil Rosenquist, Clark County, informed the Technical Committee members that staff is in the process of providing each Coalition member with a binder that will include information such as the bylaws, the SNRPC's Interlocal Agreement, and current agenda, minutes, and any back up material for the current month's meeting. The binders will allow each Coalition member to store SNRPC information and meeting material in an organized manner.
A copy of a status report on the SNRPC's amended Interlocal Agreement and the SNRPC Consultant Interlocal Agreement was distributed to each member present (Exhibit A). The report listed the jurisdiction and the status or action each jurisdiction has taken on the agreements.
A. Federal Lands Disposal Subcommittee
Mr. Rosenquist informed the members that the Federal Lands Disposal Subcommittee met on
January 27, 2000. North Las Vegas Mayor, Mike Montandon, was elected as the Chair and Commissioner Bruce Woodbury was elected Vice Chair. The two items of discussion on their agenda were: 1) the selection of land for disposal from each jurisdiction and 2) the Federal Charter to the federal agencies to determine how the funds from the Special Account will be spent. The Bureau of Land Management (BLM) has developed a draft decision making process and criteria on how to spend the funds. The BLM is accepting comments from local government agencies and any interested parties until February 25, 2000.B. Census 2000
Mr. Speight stated that the State of Nevada has approved funding for the Census 2000 campaign in the amount of $438,000. Tom Perrigo, City of Las Vegas, stated that a representative of the U.S. Census Bureau will be available to give a status report at the next Coalition Board meeting on what the Census Bureau is doing in preparation for Census 2000.
Mr. Rosenquist distributed a handout (Exhibit B) to each member present. He stated that the handout directly pertains to Assembly Bill 493 that gives the Coalition the ability to submit three requests for legislation in the next legislative session which is approaching quickly. Therefore, discussion should begin on what items of legislation will be considered. Referring to Exhibit B, he stated that the first item primarily deals with planning activities, and the second item is more open to interpretation, which raises the question of whether the SNRPC should be submitting items regarding general government or regional planning. AB 493 allows the SNRPC to submit a pre-request by February 1, 2001; however, the February 1 date falls prior to the due date for the completion of the SNRPC's Regional Policy Plan. He suggested that the Coalition consider saving the three requests for the subsequent legislative session.
Richard Wilkie, City of Henderson, distributed a packet which contained a schedule in calendar format that denotes deadline dates and times that agenda items can be accepted, dates of the Technical Committee and Board meetings, a template form for submitting agenda items, and instruction on how to complete the agenda item request form. He stated that the items in the packet were developed by the administrative staff in an effort to improve and streamline the SNRPC agenda process.

Administrative proceduresJoy Salmon, Clark County, gave a report on exotic animals. She informed the members present that local animal humane groups are voicing their concern regarding exotic animals and spearheading efforts to require bonds for individuals who own exotic animals. There will be meetings held to address this issue.
In addition to discussion on Agenda Item VIII, Betsy Fretwell, City of Henderson, informed the
members that staff members have discussed developing a way to send out the SNRPC meeting information packets via electronic mail (e-mail). The meeting materials would be brought to each meeting in the binders Mr. Rosenquist spoke of in Agenda Item IV, but the Coalition members will have the opportunity to review the information via their e-mail prior to the meeting. The process would take a while to develop; however, when complete, it will be done for the Technical and Board members.
The next Technical Committee meeting is scheduled for March 9, 2000, at the Las Vegas Valley Water District.
Mr. Fritsch informed the members that Pat Importuna, City of North Las Vegas City Manager and SNRPC Technical Committee member, has submitted his resignation to the City of North Las Vegas today and it is effective May 18, 2000. Mr. Fritsch stated that he will be attending the Technical Committee meetings as the representative for the City of North Las Vegas.
