The Southern Nevada Regional Planning Coalition was called to order by Commissioner Bruce Woodbury, Chairman, at 4:15 p.m., Thursday, December 16, 1999, in the Pueblo Conference Room, 1st Floor, Clark County Government Center, 500 South Grand Central Parkway, Las Vegas, Nevada, 89106.
Commissioner Woodbury informed the members that he was experiencing symptoms of congestion; therefore, he asked the Vice Chair, Amanda Cyphers, to chair the meeting.
The Agenda for the December 16, 1999, meeting was duly posted in compliance with the Open Meeting Law.
Councilwoman Cyphers stated that Agenda Item X would be moved up on the agenda and would be addressed after Agenda Items II and III.
A motion was made to approve the December 16, 1999, agenda and the motion was approved unanimously.
Phil Speight, City of Henderson, requested that Agenda Item VI be held. Commissioner Kenny requested that Agenda Item V also be held. A motion was made to hold Agenda Items V and VI for the Coalition meeting scheduled for January 27, 2000. The motion was approved unanimously.
A motion was made to approve the minutes of the October 28, 1999, meeting and the motion was approved unanimously.
Michael Alastuey, Assistant County Manager, stated Clark County has received two proposals for a performing arts center to be built in Las Vegas. One proposal is to have the performing arts center located in the downtown area and the other proposal is for a West Charleston and the Beltway location. The downtown location would be funded by a public and private partnership, and the Beltway location would be entirely privately funded. The downtown location is supported by the Las Vegas Performing Arts Center Foundation, and the Las Vegas Performing Arts Center Incorporated is supporting the Beltway location. Both groups were present to give a presentation.
The Coalition members agreed to hear a brief informational presentation from both groups. Each Coalition member received a presentation packet (Exhibit A- Las Vegas Performing Arts Center Foundation, and Exhibit B- Las Vegas Performing Arts Center Incorporated) prior to the meeting. Commissioner Kenny informed the Coalition that Clark County Board of Commissioners would like the Coalition to discover if there is a regional application to this issue.
After discussion a motion was made to direct the Technical Committee to make recommendations or obtain the opinion of a non biased party to make recommendations of what critical issues the Coalition should consider when making a decision regarding the location of the Performing Arts Center. The recommendations are to be reported at the next Coalition meeting scheduled for January 27, 2000. The motion was approved unanimously.
A. Receive a report and recommendations on consultant RFP responses and introduce the consultant.
B. Authorize negotiation of consultant contract.Mr. Speight informed the Coalition members that, after interviewing three consulting firms, the Technical Committee recommends Clarion Associates, LLC to assist the SNRPC in developing their Regional Policy Plan and also that the Coalition allow the Technical Committee to enter into contract negotiations with Clarion Associates, LLC. The Technical Committee would report back with a consolidated budget which would include the contract negotiation results and the overall scope and budget for the SNRPC's next fiscal year. He stated, that since all of the entities are currently developing their budgets, it is imperative that the cost of the Coalition, as well as the negotiated agreement with the consultant, be a part of a consolidated budget approach. This would allow for representation of the total cost for the next fiscal year and the apportionment of each entity's responsibility for that cost.
After discussion, a motion was made to direct the Technical Committee to enter into negotiations with Clarion Associates, LLC and to give a report on the scope of the work to be completed and the dollar amount it will cost. This motion was approved unanimously.

Lt. Governor Lorraine Hunt stated that in 1995, as a member of the Government Efficiency Committee (GEC) which has now been replaced with the Southern Nevada Regional Planning Coalition, she started an initiative to recognize the importance of the motion picture/television multimedia industry to Southern Nevada's diversification efforts. The GEC's goal was to develop a one-stop process for the motion picture industry, unparalleled to any other in the United States or the world, that could be used in all the cities and in unincorporated Clark County with the hope that the same process could ultimately be used throughout the entire state. Technology now exists, on an affordable basis, that will allow this process to become a reality while reducing paperwork and also eliminating a duplication of efforts. Now that the Nevada Film Office has established a foundation, they would like to move forward with the Coalition's support.
A presentation packet (Exhibit C) was distributed to each Coalition member present. Charles Geocaris, Director, and Jeanne Corcoran, Public Relations & Production Coordinator, of the Nevada Film Office gave presentation. A "Production Website" would serve all governmental entities involved in the permitting and logistical facilitation of production for film, television, multimedia and other related or similar projects. The design and implementation of the website is to begin in January of 2000, and will be hosted through the State of Nevada Film Office, using the National Supercomputer Center resources allied with the Nevada Commission on Economic Development.
In conclusion, Lt. Governor Hunt requested that the Coalition take a resolution (Exhibit D) to their respective decision making bodies, and that each jurisdiction sign the resolution in support of the initiative creating a production website that would serve all government entities in the state of Nevada. Their support would be at no cost to any of the jurisdictions.
After discussion a motion was made to direct the Technical Committee to place this item on their next agenda for review and recommendations. This motion was approved unanimously.
A motion was made to hold items VII and VIII until the Coalition's next meeting. This motion was approved unanimously.
Councilwoman Cyphers asked to be excused and requested that Councilman Steve Kirk chair the remaining items of the meeting.
The members agreed to hold this item until the Coalition's next meeting. The Coalition was informed that Item VII is an informational item and supporting documentation was in the packets they received prior to today's meeting.

A copy of the SNRPC meeting schedule for 2000 (Exhibit E) was distributed to each member present. The Coalition was advised that a new chair and vice chair is to be selected at their next meeting and, according to the by-laws, the city of Henderson is next to chair the Coalition. A motion was made to accept the 2000 meeting schedule. This motion was approved unanimously.
The next meeting is scheduled for January 27, 2000, in Boulder City.
